Small update, I've got the kernel debugger running and boy did it threw up data. OC from USB and booting from USB Installer 13.4. Ok after spending some time of poking around this I came up with. I've had a hypothesis that the issue might not actually be the USB but deeper, so I've setup OC on the EFI partition of NVME, installed 2 separate NVME drivers with Monterey and Ventura Installed on them, also I've dusted off and old SATA drive with early version of Monterey installed on it and manage to get interesting results.
